§ 14-121. Definitions.

The following definitions shall be applied in the enforcement of this article:

Purchase of a connection shall mean the physical connection to the City of Decatur water or sewer system for which a tap fee is required and paid.

Equivalent service unit shall mean that amount calculated in the Capital Improvements Plan for water and wastewater impact fees to be the average water use for a single family residence typically served by a ¾-inch water meter, and assigned the value of one service unit.

Capital improvements plan shall mean a plan required by V.T.C.A., Local Government Code Ch. 395 that identifies capital improvements or facility expansions for which impact fees may be assessed.
